LeRoy Theodore Leland was born October 13, 1947 in Breckenridge, Minnesota, across the bridge from his folk's farm in Wahpeton, North Dakota. His parents were Helen (Gast) Leland and Theodore F. Leland. On arriving home to the farm there was a new red wagon and a Border collie puppy that was his best friend and protector for 12 years. He grew up there and later ran the family farm operation, the custom harvest business and Leland Truck and Equipment.
LeRoy attended the Emanuel Lutheran Church where he was confirmed. He attended Wahpeton Central Grade School, Wahpeton Central High School and was part of the first class to graduate from the New Wahpeton High School in 1965.
In high school, LeRoy was very active in FFA and as Ted, his father used to say, "Father Farms Alone." He was a local chapter secretary and district secretary. He won several state awards and the National Farm Electrical Award-Silver in both state and National Mechanic.
In 1984, LeRoy moved to Harper County, Kansas and became the Harper County Appraiser and Zoning Administrator and Computer Tech. From 1986-1988 he was the KCAA Legislative Chairman. Later in his career, Kansas Governor, Bill Graves, named LeRoy T. Leland to a three year term on the Kansas Real Estate Appraisal Board. The Real Estate Appraisal Board is a seven member board appointed by the governor to protect the public interest through the regulation of real estate appraisers who are certified or licensed to prepare appraisals in connection with federally related transactions.
LeRoy and his wife, Diane owned LTD Appraisal Services in Anthony, a private appraisal business. LeRoy was certified in both Oklahoma and Kansas.
LeRoy was also elected to the board of directors of Kansas Association of Mappers. He was also a member of the Kansas Society of Farm Managers and Rural Appraisers, and the College of Real Estate Appraisers. Later he went on to chair the Real Estate Appraisal Board, going on to the National Boards traveling to Washington DC, Seattle, Atlanta, and San Diego.
LeRoy was a member of the Methodist Church and an elder for many years.
LeRoy retired from Harper County in 2012 and continued on his private appraisal business till failing health required his retirement from all his businesses and boards.
LeRoy passed away on January 27, 2020 at Patterson Health Center after a brave battle with stage III multiple myloma cancer.
LeRoy will be deeply missed by his beloved wife, Diane, of the home; daughter, Kristi, of Minnesota, also a Zoning Administrator, who has won many awards just like her daddy; son, Andrew Leland and wife, Jeda, of Lawrence, with two babies on board; son Daniel Leland and fiancé, Hayley Holt, of Wichita, and children, Caden, Henli and Kyler; son, Dustin Batty and wife, Amy, of Charleston, SC, and children, Connor and Collin; son, Branden Batty and wife, Kristi, of Dover Delaware and children, Brooke, HaiLee and Paisley; daughter, Traci Batty and husband, David Greer, of Charleston, SC and daughter, Ashley; his sister, Martha Roeder and companion, John Winston of Castle Rock, CO and niece and nephew, Sarah and Matthew; and many friends and few foes.
LeRoy was cremated in his beloved Norwegian Flag, land of his grandfather, proud of being a Viking. A private family service was held.
Memorials in memory of LeRoy may be made to Samaritan's Purse and may be sent in care of the funeral home.
